First, If you have .htaccess file, than modify it or if it is not there than create .htaccess file and paste this line.

ErrorDocument 404 /pagename.html

Then, Create your Error Document file and upload through FTP in server.
Lastly, type some thing after your url and see whether it's showing the page which you created.
